It really anoys me how my older brother, who is aged 15 nearly 16 I'm 12 turning 13 goes around with absolutley no closes on except his underwear on, he did it back in England aswell I live in America now he'd come in from school with his unifrom on and take it of and just go round in his underwear, it's like it takes 2 seconds to put clothes on or you could just leave your uniform on. God save me if i turn into that. Maybe clothes are uncomfortable to your brother. If something causes discomfort like wearing clothes and doing the opposite causes comfort not wearing them , then obviously your brother is going to learn to take the "comfortable" route. Especially, if there is no punishment for it such as being laughed at, yelled at, or him feeling insecure or inappropriate behavior.
